Recently, Government of India (UGC) approved more than 44000 journals. This list has the inclusion of a large number of predatory, fake, and questionable journals.
"The UGC-approved List of Journals includes Journals covered in i) Web of Science; ii) Scopus; iii) Indian Citation Index (ICI); iv) Journals recommended by the Standing Committee on Notification on Journal and Language Committee, and v) Journal recommended by Universities"
In my view, UGC should not publish a list of approved journals to maintain authenticity. One sentence is enough "Journal must be listed in Web of Science and Scopus"
See the following web:

Why should we publish in Thomson Reuters index journal?. Available from: https://www.researchgate.net/post/Why_should_we_publish_in_Thomson_Reuters_index_journal [accessed Aug 25, 2017].

Dear research scholar, pls suggest me some u g c approved standard journal of science specially zoology( sericulture) for publication of paper with high impact factor.
Even SCOPUS publishers were not in UGC approved list. if UGC approved publisher and SCOPUS publisher both accepted MANUSCRIPT which one i have to choose(if the SCOPUS publisher is not approved by UGC)
I thank you for your participation in this discussion. I believe, UGC list is still under formation, which is being updated regularly. To clear the doubts, i must say:
1. UGC list is definitely trustworthy within or outside India.
2. As it is an ongoing process and the list is still not completed, therefore, may be periodicals from SCOPUS and other resources will be updated later.
UGC doesn't have an authentic list of journals in their website. Most of them are rather predatory and open access type of journals, which might have been proposed by many professors in the deciding committees who have publication in those journals. For getting an international repute for your publication, the journal must be listed in Scopus (Must have a Scimago Journal Rank (SJR)) and must be indexed in web of science (Must have an impact factor (IF)).
We should follow the journals for publication of papers which must be listed , ranked and indexed in Thomson Reuters,Scopus, Simàgo citation/publication.
UGC approved list of journals : This list is published to protect the interest of poor researchers, academicians, publishers interests. Poor quality paid journals are included. This list is published to honor people those who can't publish in scopus and web of science journals. A best example of corrupt practice.
Many international journals are not included in the list. At the same time numerous department journals and private journals got included in the list. I wonder which criteria that the UGC had adopted to include journals in the list.
Thank you all for your valuable comments. I hope, your suggestions will be helpful to all the readers coming across this post.
I would like to mention that this list is still under construction where maximum data is being drawn from specific databases. Please check the following link to understand the methodology adopted to compile the list:
https://www.ugc.ac.in/journallist/methodology.pdf
The flip side is also present during this list preparation. The complaints regarding the journals received by UGC are from unauthorized and unauthenticated sources sometimes. Therefore, UGC is requesting all to approach through the institutions only.
Thanks for your reply. Most of senior professors in universities have publications in predatory journals and they want it to get them approved for the purpose of increments and for promotion. And UGC is the easiest thing which can be influenced, so that the list published is a total waste. Even it is not justifying to compare publication in a predatory journal and in an Tier 1 or A category journal. So it is better to remove the list rather than updating it. Make a single one condition that " the journal must be indexed in Web of science and Scopus". More precisely "the journal must have a Thompson Reuters Impact Factor (IF) and a Scimago Journal Rank (SJR)".
Please for suggest New Journal for (iv) Journals recommended by the Standing Committee on Notification on Journal and Language Committee, and v) Journal recommended by Universities" .
Every bit of new information published in good journal is worthy irrespective of UGC listed or not. Dissemination of information is more important than wasting of information without publishing.
There are some interesting comments on open access publishing in India here. Can I ask: would you publish your work in an open access journal? Would it be as good for your career as an Indian researcher as publishing in a traditional journal?
Dear readers, the above uploaded list is just the part of UGC approved journals. So, if you don't find any journal in above list, please check the other parts on UGC website.
Along with the previous update regarding UGC listed journals you may also follow the below links for checking the recently removed journals and journal list of pending evaluation.
Still there are some low reputed journals who takes APC charges and are included in latest list of UGC. Unfortunately, these journals are listed in SCOPUS. Now SCOPUS is also diluting day by day and they are not following the meticulous process of Journal's selection. I feel that only SCI or SCIE indexed Journals are left with high quality which undergoes rigorous process of indexing in Thomson Reuter (now Clavirate Analytics) to get real Impact Factor. UGC should accept only SCI or SCIE indexed Journals for Ph.D. or other promotional career so that faculties and PG students couldnot waste their time and money in publishing in fake, predatory Journals.
@Jasmin: It doesn't matter whether these journals are in the white list of UGC. I have checked their websites and these are definitely fake journals publishing for money, and displaying a fake impact factor in their website....
There are already established scales for measurement of the quality of journals as, CiteScore (Scopus) and Impact Factor (Thompson Reuters).
(1) Why UGC took so much of pain in updating, reiterating and checking the list of journals with them?
(2) Why to encourage poor research and researchers and to seriously tamper with the quality of research?
(3) Why is "Indian Citation Index" needed?
Academicians and researchers should strongly oppose this wrong practice of UGC to publish any list of journals. Make a single one condition that the journal must have
(1) A CiteScore and Impact Factor for the award of Ph.D. in any university.
(2) A CiteScore or Impact Factor for promotion or any faculty scores.
UGC list is following Scopus Indexing for journal enlistment and supporting Indian Citation Index. Till now we do not have such Indexing services in this country. Open-J Gate is the only reputed indexing service from India so far.
I agree with you that Citescore and Impact Factor are carefully computed.
Is it necessary to depend on these metrices for individual research quality?
I believe these indices judges a journal not an individual research work.
Several online discussions are available on the IF related issues.
The other important issue to note here:
Can an individual research should be assessed based on the journal it is getting published?
I think, redefining the assessment method for the quality of the research is the need of the hours.
I request all the participants who took part in this discussion to have a look in the following links:
hi I need to know about this journal "http://www.sci-rep.com/index.php/scirep" international journal of scientific report... this journal is not in the approved list at the same time not in reject list so what is that meaning ... is it a fake journal?
Thank you for choosing this discussion forum to cross check your targeted journal.
I request all the followers of this discussion forum to help those who are having such kind of request.
The following basic rules may be followed to understand a journal's status:
1. Check the Volumes of the journal.
(Please check all the issue page to note down the number of articles published).
2. All journal may not be indexed in every data base, it does not mean that the journal is fake.
In certain databases to be indexed, such as PubMed, a journal must have a strong technical team who can produce proper XML following the PubMed instruction.
Often, this becomes a barrier for those journals who don't have strong technical team. Therefore, you may not judge the journal based on their online appearance only.
3. Please check what are the database indexing you are looking for, such as, PubMed, MedLine (remember, PubMed and Medline are different, authors do mistake considering them a single database), Scopus, CAS, DOAJ, SHERPA ROMEO etc.
Go to those database sites and check with the journal name or ISSN number to see the enlistment.
4. Please check the journal indexing page in the journal site (If available). Whatever journal indexing is provided check them individually.
This is important as sometimes journals may put only logos/images of the indexing authorities which may not be true.
Therefore, you must check them individually.
5. Check the genuineness of Impact Factor:
As i have discussed in the previous post that Impact Factor is loosing its importance with time as several old and excellent journals are not following or displaying Impact Factor anymore.
I request all the participants who took part in this discussion to have a look in the following links in this regard:

Still, if you want you check the Impact Factor, you may know that Thomson Reuters provides Impact Factor, no other authority is officially entitled to provide so.
Even though, legally other organizations may have their own metrics. But widely accepted is Thomson Reuters one.
So you may check the following sites for original IF analysis:
1. SCIMAGO: This is a subsidiary database, check the journal you are looking for in this database.Check whether the journal is indexed in this database or not.("from" year and "ONGOING" should be written to assure the presence of the journal in the database).
2. Scopus: Journal may or may not be enlisted in Scopus even though they are having Impact Factor. But Scopus enlistment increases the genuineness.
3. Checking the "Journal Impact Factor" List of that very subject in that particular year.
If you follow these steps properly, I believe you can detect the status of the journal by yourself. You may not require any help from others.
Hope these tips will be helpful for you.
Comments and additional points from all other researcher, forum members are welcome.
Thank you for your query. Similar question i have answered to Dr.Kajendran in this discussion only. I am keeping the details as follows:

I am not a Dr. I have a master degree in information science from the Hebrew university.
I am working at Ort Braude college in the library. The "predatory journals" discussion is very important. I heard about the Cabells database that has two list of journals: black and white . I think that as we do not have only black and white in our life in general , so we can not create only blacklist and whitelist in the "journals subject". I guess this idea came from Beall predatory journals list,
which is very important (the list is close now). We have to be careful not " to throw the baby out with the bathwater "
