At the end of season, they consult their resident biometricians to determine how best to analyze the data. one has told to consider locations to be a random effect and other is advised that the environment are fixed effects .
(a) would environment be considered to be fixed or random and why?

c)why does it matter whether environments and varieties are considered to be fixed or random ?
