It appears to mean that the circumstances that constitute the project environs, have been considered, which is not very normal.
I have been pointing out this aspect for a long time, and in many occasions here in RG, because, reading the projects and analyzing the initial matrices, unfortunately in in most cases, by far, these especial conditions are happily ignored.
Of course, since we do not know the project and the MCDM method to solve it, these appreciations of mine are only conjectures.
