Prevailing education system is responsible for the major inequalities among the students from different socioeconomic background. To address the issue, the stake holders and policy makers need to review the curriculum for bringing about changes in the education system. All Government and private sector institutions should follow a unified syllabus so as to remove the sense of deprivation among the students. Equal opportunities for acquiring quality education should be provided by the state through a skill based syllanus.
This depends on individual country but making a case for my country, I will put the following suggestions.
-Syllabus should reviewed and made unified across the country.
-More professional and competent hands must be injected into the system.
-Salary of staff should be reviewed upward.
-Basic needs such as standard library, counselling unit, clinic, accommodation must be put in place.
-Act of discipline among student must be promoted.

Educational inequality is the unequal distribution of academic resources, including but not limited to; school funding, qualified and experienced teachers, books, and technologies to socially excluded communities. These communities tend to be historically disadvantaged and oppressed. Educational equity, also referred to as equity in education, is a measure of achievement, fairness, and opportunity in education. The study of education equity is often linked with the study of excellence and equity. History shapes the outcome of individuals within the education system.
There are a variety of efforts by countries to assist in increasing the availability of quality education for all children.
1: Assessment:
Based on input from more than 1,700 individuals in 118 countries, UNESCO and the Center for Universal Education at the Brookings Institution have co-convened the Learning Metrics Task Force.The task force aims to shift the focus from access to access plus learning.
2: Education for All Act:
The Education For All act or EFA is a global commitment to provide quality basic education for all children, youth, and adults. In 2000, 164 governments pledged to achieve education for all at the World Education Forum.
3: Global Partnership for Education: Global Partnership for Education or GPE functions to create a global effort to reduce educational inequality with a focus on the poorest countries. GPE is the only international effort with their particular focus on supporting countries' efforts to educate their youth from primary through secondary education.

These classes are run through content sharing, videos, online forums and exams. The MOOCs are free which allow for many more students to take part in the classes.

In traditional societies, to reduce inequalities in education, especially in terms of gender, public awareness is an absolutely effective strategy.
Syllabi should be made uniform throughout the country (or by state, depending on how the education system is organized). In the United States, there is a great deal of disparity in school performace beween the poorer school districts and the more affluent school districts (see for example my article "Geography is Destiny...." found in RG). State level administrators claim that the playing field is level whereas in reality it is not. Funding formulas for various school districts have no transparency. In other words, schools in more prosperous areas are well funded (in terms of good teachers and resources) whereas the ones in poorer districts not so much. This is mainly due to more taxes being collected from homeowners in more affluent districts. Here is a case where a Robin Hood type plan will make most sense. Pool all the tax revenues collected from all the homeowners in a county and distribute it equitably (meaning based on whose needs are more) and not necessarily equally. This will level the playing field. The conservatives will consider this socialism but every good civilization has its roots in socialistic democracy.
