I believe knowledge is acquired when we can store and apply the sorted information obtained after careful analysis of the patterns and stats in the data.
Let's discuss what does problem mean. A problem can be an inquisitive enquiry, distress, a proposition, a perplexity or an unsettled question.
Based on the problem occurring periodically - apply knowledge based on past learning, continuously - knowledge is a continuous feedback loop, or at discrete intervals - the new solution from new+past knowledge.
I believe problems in terms of phenomena exist or occur and are well known.
Defining the problem statement is what is essential.
For instance, everyone had observed fruits falling; Newton went on to define the falling occurrence in a well-defined manner.
I want to state that defining the problem to find a tractable solution is essential and adds to the knowledge base rather than mere identification.
This query begs the question of what an “important” problem is and who is to define it as such. Next, the “important” problem having been defined, there remains the matter of what type of and whose knowledge we would then refer to. Knowledge can be tacit (quite often), explicit, individual, and/or collective. So, a problem statement is indeed of the essence.
I think that depending on the context the problem may not be that important, but the knowledge that generates to solve the problem can be very relevant to solve other researches. Mainly, because knowledge matures over time.
Therefore, there is no need for an important problem to exist for the solution to be creative and relevant to the research studied and others that could be derived from the initial one.

Focusing on the important knowledge first or the important problem first depends on the type of learning that the organization adopts. Senge categorizes learning into two types : adaptive and generative. Senge's categorizations focus more on when learning take place. So that an organization making use of only adaptive learning remains stagnant in its knowledge until it is forced by some new experience to adjust. Organization which is engaging in adaptive learning focuses to find important problem first, after that it's trying to find important knowledge to solve this problem. Contrastingly, generative learning enhances our ability to create. in this sense, generative learning is inspired by the possibility of change in future. so, organization which is engaging in generative learning focuses in acquiring new knowledge before a problem occurs, making it a proactive process.

Good question. I think, when researchers try to find the important research question, they need NOT to be swayed by pressure such as the number of publication, Journal Impact Factor, or H-index. Those metrics does not help us to uncover the existence of new knowledge. I think that a new knowledge can be judged by "whether the research of the candidate has changed the community’s view of the nature of science in a positive way."
