I'd like to propose a sustainable development plan for a metro city with the use of GIS technology. According to the Doran three Pillar Basic Model for Sustainability, environmental (conservation), economic (growth), and social (equity) dimensions are needed in order to create an innovative, prosperous, civic and sustainable Smart City. But what are the basic parameters that contribute to have a thematic environmental, economic and social map, which are ultimately processed for planning and decision making?

Here i have given a brief introduction about Natural Disaster and the Parameters required for Sustainable Development of a City.
Disasters will happen. To lessen their impacts in the future, we need to reduce our social vulnerability and increase disaster resilience with improvements in the social conditions and living standards in our cities. We need to build (and rebuild) damaged housing and infrastructure in harmony with nature and design cities to be resilient to environmental threats even if it means smaller, more livable places, and fewer profits for land and urban developers and a smaller tax base for the city. Disasters are income neutral and color-blind. Their impacts, however, are not.
These are the Parameters required for Sustainable Development of a City:
Land Use
Protect environmentally and culturally sensitive areas
Environmental stewardship - support LEED, Green building programs
Transportation
Maximize roadway safety and access to commercial areas
Increase transit options
Enhance bike and pedestrian activities
Natural Resources
Integrity of ecological processes
Support extraction in appropriate locations
Protect water resources, air quality and wildlife
Preservation
Balance development and cultural resources
Preserve unique cultural areas

Promote sustainable commercial development

Here is a modest contribution from a fellow BRICS community citizen. Last time I was in Bangalore, I learned about the ecological city in the neighborhood. I forget the name of it. I basically disagree with their idea to live like an isolated tribe. Big cities are here to stay, and all of our progress derives from them. One of my students has just finished her Ph.D. thesis on the ecological footprint of the City of Araguari in Central Brazil, and an earlier thesis was concerned with reaching a zero waste situation in that same city. I tell you this to transmit my pragmatic thinking method with respect to sustainable cities. If there is no waste to be tipped and if the footprint is within the available space, any city can be considered sustainable, i.e. the life style can be maintained into the future. Other aspects notwithstanding, of course. So, to answer your specific question, my sustainable policy suggestion would be to include very precise targets on footprints and recycling into long term city planning.

The first point I need to make is that sustainability has several dimensions regardless of where you stand to look at it. A city is also very complex and all the city parameters would enter into its sustainable development. I would suggest that; for clarity of focus, you may have to streamline the work. For instance, separate issues of housing from transportation, recreation, public spaces and land use from the block and tackle them individually before you re-aggregate. It seems to me that you are about to deal with a large volume of variables which would be best grouped in fewer composites for your analysis.
