-In the first step, it is important to choose the right journal that your manuscript fits to its standard.
-Consider your hypothesis or research questions, see what you have achieved and see what you add to the present knowledge.
-Introduction need to cover the problem, the supportive references, aims and background.
-Then the way you formulate the manuscript and presentation of the results, conclusion and implication, try to build a clear story line.
-the material and method must be repeatable, do not miss any detail to mention.
-Check with the language
Other colleagues, have addressed good resources to use.
Good Luck
Your "quartile" may be best judged by the following:
(1) Reputation of Publisher
(2) DOI
(3) Impact factor (>>1)
(4) Thematic speciality, and so forth
