In my opinion a publication is a product you can find in different journals, like a dress "haute culture" in different stores. The item has a price according to its value fixed by the store or seller and is dependent on its attractiveness on the market, and independent on the number of workers involved for its completion.

May be a silly comparison. However: Employees, like scientists, are paid (or should be paid) for their job they do, but not according to the actual value of the  scientific end-product: With or without publications. The workers in Atomic-Bomb-Factories get a salary as well....

My practice is: First author or Co-author can only be a Co-worker who is able and willing to present publicly the topic of the publication, carrying his name, on a scientific meeting, such as: Seminars, Workshops and Congresses.
