Covering letter: Your covering letter should be truthful, sincere, formal and short - no more than a page of A4 in 12 pt simple font such as Times Roman. It should highlight the salient aspects of the professor's research and how your aspirations would dovetail into his/her expertise. The reader should be made to feel special, but without resorting to overt flattery. You should bring his/her significance and your relevance thereof. The covering letter should point to the following enclosures:
Annexure 1: Your CV - should be short, succinct and to the point.
Annexure 2: You might also like to enclose some of your past works to lend credibility to your claims
Annexure 3: A brief one or two page proposal on how you would marry your skills to the professor's research area would be great
It would be good to send a hard copy since it would be on the professor's table and hence you won't go out of sight (and hence out of mind). The envelope should be of good quality and the papers should be bond sheets so that you lend certain amount of formality and seriousness in your appeal.
A follow-up email, or better, a phone call after a week or two would not be out of order. The key is temperance - do, but don't over do!
Please tell people from Egypt and other Middle Eastern countries not to write to professors in the U.S. and ask them to supervise a thesis. In the U.S. students must first apply to be be accepted in a graduate school, then take about 10 classes, and then find a professor to supervise their thesis. I am trying to explain this system from someone in Egypt who doesn't understand it.
Are you sure that it goes like this in the US? perhaps the process is different in terms of the engineering projects that require PhD candidates. As I know from seniors, it goes like what Dr. Kay Smarsly said.
I am so certain about the process in the U.S. that my educator husband and the administration at my college were stunned to hear that a student unconnected with my college had been asking me to sponsor his project. I have been teaching since 1967, and I have never heard of such a procedure. All U.S. students go through admissions with the school administration and THEN sign up for professors in various graduate classes. Near the very end, they then approach a professor they know about being a dissertation adviser.
The staff member in charge of advising and admissions told me to "ignore this person as he is not a student."

I only posted on this thread because a student from the Middle East seemed confused and was trying to apply for graduate school at my college by asking me to sponsor his dissertation project. The student was confused, and therefore those of us at the college were confused. I wanted to make sure that everyone understood not to tell students to apply for graduate school in the U.S. in this way.

1-In most EU higher education systems, the student goes directly into a dissertation project.
2-In the US, students must first apply for admission to a graduate school, then take about ten lessons and then find a professor to supervise their doctoral thesis.

Actually, the student wanted me to sponsor his dissertation. He sent me a one-page abstract. He found it difficult to understand that he couldn't just apply to a professor and start a dissertation immediately.
Artur Braun Exactly, what you have just explained is correct. In fact, when a students in particular, non-English speakers browse the website of such a university, they get lost with too much information and I think they prefer to contact professors directly. In the European countries, the system is easier and in the whole world, the students must register at a school for pursuing their PhD.

For getting admission in a funded PhD position in high ranked universities in Germany, direct talk (face to face) can maybe affect, first for non-European and second for non-German. Because they prefer giving positions to German students with priority.
To reach a positive answer, it is better to travel to Germany if possible and talk with the professor who you want to apply for his/her advertised position. Based on my experience and my close friends, you can rarely get admission just by email(s), unless that professor be completely familiar to you, or you write in your email that you are interesting to get a PhD position without fund and scholarship in his/her group and will surely pay all your expenses during your PhD. Nevertheless, you will have more hopefulness to be a PhD candidate there.
Reading your useful comments, I reached to the point that, getting a paid PhD position in Germany, USA, Australia or New Zealand etc is like stealing a baby from his/her mother. :D ..
All answers are very concrete and useful. In my personal opinion, writing an email to any professor towards a PhD. Application is just like any other application, imagine it like a job application. You should start with why you are interested in working with that particular professor, how your research area relates to theirs, what your skills are and how you have demonstrated them in the past, all in a few lines as professors generally don’t have much time to read very long, overly detailed emails.
If you’re applying with a specific research aspect in mind, or are proposing a particular project, explain briefly why they should select you for that project, basically highlighting your USP towards that preposition might do the job. Lastly, I would suggest to be polite, and appreciate the professor for taking time to read your email and thank them for their opinions, irrespective of the outcome.
