Humanity can't feed all of itself, sustain peace or come to global agreement, so what evidence is there that humans can control climate change, and what evidence is there that governments that are inherently operating out of self interest can arrive at coherent policy that is any better than individual policy of self regulation?
Humans plays important role in changing climate. Human can control the effect of climate change by planting of trees.
Every government needs tax; tax relies on economy/industry. So it's hard to imagine governments can solve the question perfectly. A common point of views should be reached so that over development can be controlled and humanity live a life that people feel reasonably comfortable. Comfortable, but frugal.
