In the cloud computing architecture proposed by Ian Foster and Al, 2008 there are two arrows, one from the application layer to the platform layer and the second from the application layer to the unified resource layer. What do these two arrows mean?
Dear Sara Namane , I did not read the book, but in my experience, I know that some applications needs to connect some platform of services and this platform works as an interface to cloud services. Like an app running on Android to use cloud services. But in another hand, it is possible to some applications to connect resources directly in the cloud, for example, a specialist system remotely processing images for a web application. I hope it can give us some idea.
That architecture is changed dramatically according to IoT to Fog paradigms and I recommend considering more recent architectures.
The architecture proposed by Foster, is heavily influenced by their previous works on Grid computing and their attention is highly focused on resource management aspects of Cloud computing; and in this view-point they define the architecture you mentioned. It is also worth to mention that when we speak about software/system architecture, the data and control flow between components should be defined (refer to David Garlan and Mary shaw for further details)

I also did not read the book, but another point of view would be the concept of PaaS (platform layer) and IaaS (resource or the infrastructure itself: vCPU, Mem etc.). Does it make sense concerning the text referencing this figure?
The Foster's viewpoint in Cloud computing is highly network-intensive and in some aspects conventional resource based. I don't recommend to focus your research based on that architecture.
