Waste is complex as packaging is often considered as Waste but if packaging fails then the proportion of manufacutered goods / produced material reaching the consumer decreases and the overall benefit of the goods to the society falls. However once the pabckaging has acheived the delivery objective it switched from being part of the solution to being another face of the problem? Or is the sound we hear that of an old dog banking up the wrong tree?
