Technically, how can we stop leakage started on a basement due to increasing water table outside the building?
Proper routing of leakage must be done and quick setting compounds are available which can be grouted by pressure grouting to prevent leakages. It is possible now
Leakage can be slowed by sealing cracks and joints, but fails over time unless the water table around the foundation is lowered in some way. Pumping is often done, but with times of failure. A well for the pump is sometimes built in one or more corners of the basement.
If the deficiency in drainage is only an inch or two and the building is well constructed, an air handling system could possibly put the basement under positive pressure. This might be a short term remedy while a more permanent fix is planned and accomplished.
You could consider raising the building and doing new construction to make the basement floor higher.
Grouting with a pressure will be a suitable solution but it will not be effective more than 5 years.
The problem is great and I think the best solution is to reduce the level of groundwater. This can be done by digging wells around the building to prevent the groundwater from flowing into the site and then withdraw it by sucking pumps. Or it is possible to solve the problem using special liquids that freeze the water inside the soil, but this process needs time and high costs.

Installing horizontal screens pipes around building, then the end of the filter is connected to the nearest sewage system or drainage system, thus maintaining a level of groundwater just above the water level in few centimeters.

You need to lower the water table level by subsurfce drainage system, by using a blanket layer of coarse grain soils (gravel and sand) with suitable cross-fall slopes and locate at the layer edges two pervorated pipes with diameter 15 to 20 cm.
Techniques are available even for dam leakages which are very high pressure and here we have only hydraulic gradient line passing through the wall and therefore much easy to repair.
The flow of groundwater into the basement of a building can be stopped using anti-filtration protection methods:
a) A closed loop is created around the perimeter around the building at some distance from the walls using the "wall in the ground" method. Groundwater just goes around the building.
b) A thin perforated filters connected to the vacuum pump are installed around the perimeter around the building at some distance from the walls. When the vacuum pump is worked, a lowering of the groundwater level is created.
c) A well is drilled near the building and is equipped with a submersible pump. When working the pump creates a lower level of groundwater.
Geosynthetics can stop leaking but only for limited time, but lowering the water table is the best solution.
