I am currently dealing with a system for making decision using math/stat/numerical methods. Time series is used for the rule construction, but I am not sure if there is any more practical tool for such problem. Thank you forward to all answers.

It depends, there are many meta-heuristic approaches can be used, for me I prefer to ACO bc of its strong model.

Pichit Boonkrong while you are looking for prediction which means continuous class label, I recommend PSO for sure.
