In sustainability of water resources, there are three main dimensions: Ecology, economy, and society. Later it has been added two more dimensions on the planning of a sustainable watershed including governance (management) and built environment (land uses and density ).

In a hierarchal system, it seems the "Management or Governance" as one of the main factors of water resource sustainability is not at the same level of the other four dimensions.

My question is where is the position of the Management Dimension in the Hierarchical framework, which is dealing closely with the other factors.....
