In sustainability of water resources, there are three main dimensions: Ecology, economy, and society. Later it has been added two more dimensions on the planning of a sustainable watershed including governance (management) and built environment (land uses and density ).
In a hierarchal system, it seems the "Management or Governance" as one of the main factors of water resource sustainability is not at the same level of the other four dimensions.
My question is where is the position of the Management Dimension in the Hierarchical framework, which is dealing closely with the other factors.....

In my opinion, establishing a universal model of the structure of the concepts and goals of sustainable development is conventional and useful mainly for cognitive and educational purposes. On the other hand, the issue of determining the position of the dimension of sustainable development of water resources management (in a hierarchical structure in the context of the three main dimensions of sustainable development: ecology, economy and society) should primarily take into account the determinants of a specific, specific area that is subject to analysis and in which the said process of managing the sustainable development of water resources. These determinants include factors and issues of geographic, geological and climatic conditions, the specificity of the local climate, the characteristics of natural ecosystems, the impact of human civilization in a specific, specific research area. In a situation where it is necessary to increase the scale of the implementation of the sustainable development goals in a specific, studied area and in this area due to climate change there are limited water resources, there are more and more frequent periods of drought, falling rainfall, local water resources are exhausted, then management of the sustainable development of water resources should be established as a priority area in the context of the ongoing management of the process of achieving the sustainable development goals. On the other hand, the overall management of the process of achieving the sustainable development goals should play a superior role, integrating, coordinating specific, various activities carried out, natural processes and environmental, geographical and civilization determinants relating to all three main dimensions of sustainable development: ecology, economy and society. Management, the priority of which is to gradually increase the scale of the implementation of the sustainable development goals, which is to reduce the scale of the adverse effects of advancing climate change, the global warming process and the impact of the development of civilization on natural ecosystems, should be recognized as the superior and central level in the model of the structure of the three main dimensions of sustainable development. development: ecology, economy and society. Due to the ongoing processes of climate change and the growing scale of unfavorable effects of the constantly progressing global warming process, the importance of the issue of efficient management of the process of achieving the sustainable development goals will increase in the coming years. Permanent and efficient management process usually consists of 4 components: planning, organizing, managing and controlling. This issue should also concern the efficient management of the process of achieving the sustainable development goals.
