Suggestions on the Future of Teacher Education in Further Education?

Looking for ideas and suggestions around rebuilding a teacher education provision and department within the Further Education sector. Typically, the provision has low student numbers which result in the provision failing to break even (not cost effective).

All suggestion are very welcome.
