I don't recall a 'spectroscopic' method that can differentiate between Carbonate and Bicarbonate. Only 'ion chromatography (IC)' can do this as well as quantitate them.

If you can estimate the total concentration of the buffer, all you need to do is measure the pH and look at/construct the appropriate pC-pH diagram.
