I have data of Water Quality parameters for wells of a state. it has latitude and longitude and village, taluk and districts also for each well. the data is for several years. My Question is, if i want a parameter value for one year/ for some 10 years lets say ,for a particular district, how to find it? Not all years have data for same well.some are absent.

I Could advice you to avoid take an only one value like average for two reasons:
1. The levels and dissolutions change according the season.
2. The spatial distributions of the wells could infer different values for different locations.
The better solution for both situations are: Take different measurements for each season, and calculate averages for seasons; and for the spatial theme, make some spatial interpolations and identify ranges (max and min).
