There some polar molecules reducing the work function of ITO and other materials by dipoles. Which materials do you know that can be deposited from a solution?
Why one would want to reduce the workfunction of ITO? You want to use it as cathode somewhere?

So I think it can be tricky. I am not sure, but i think Cs2CO3 could be the answer for you.
