There some polar molecules reducing the work function of ITO and other materials by dipoles. Which materials do you know that can be deposited from a solution?
I think CsF can do the job since CsF is water soluble....but be careful not to wash it or else you end up increasing the work function!!!! (T. J. Whitcher, K. H. Yeoh, C. L. Chua,K. L. Woon, N. So I think it can be tricky. I am not sure, but i think Cs2CO3 could be the answer for you.
