TiO2 is an extremely stable compound. Among the substances typically present in the laboratories only concentrated HF or concentrated H2SO4 will dissolve it. In the second case strong heating (at least 150C) will be needed. Of course, H2SO4 will not work if you need to have Ba in the same solution.

TiCl4 is a good choice even though a bit uncomfortable to use (it releases HCl when contacts with air). You can use a solution in any water-free alcohol. Most of Cl will evaporate in form of HCl during formation and drying of the gel and the remnants can be washed from the precursor afterwards.

The best sources of Ti for the sol-gel synthesis are its alkoxides, but they are really expensive.

Is it possible to get pure sample if i use TiCl4 ? i need to have the purest sample. You mentioned that i can wash it away? do i do it with alkohol solution or water ?

The routing to sol-gel for TiO2 is normally via the isopropoxide followed by spin or dip coating, and then calcination.

Is it the same for titanium propoxide ?

TiCl4 will react with alcohol yielding the corresponding alkoxide:

TiCl4 + 4ROH = Ti(OR)4 + 4HCl

As Alan said, in the research laboratories it is more usual to start already with alkoxides, but if you have financial limitations, TiCl4 can be also used. During the following evaporation of the solvent HCl will also evaporate. Small amount can remain adsorbed at the surface of your precursor, so for better purity you can wash it with the same alcohol again.

Please follow the methodology of preparing TiO2 nanofluid via sol-gel route where finally pure solution can be obtained.

You can simply prepare TiO2 particles with sol gel method using Titanium isopropoxide or TiCl4.
