Soft Computing is tolerant of imprecision, uncertainty, partial truth and approximation whereas Hard Computing requires a precisely state analytic model. ... Soft computing can use multivalued or fuzzy logic whereas Hard computing uses two-valued logic.

In my opinion, the name "soft computing" implies a computational method that dose not need too many complex calculations. It also enables us to achieve the solutions without any requirement for defining partial calculations, tiny meshing for example.
About the last question, I'd say yes, the intelligent models including neural network, fuzzy-based approaches, etc. can be denoted by soft computing methods because they can easily summarize the non-linear relationships between number of influential parameters and one or more response parameter.
In simple words
* Soft computing e.g. 5+4=8.94 (means problems in which getting near to answer is key point)
* Hard computing is 5+4=9 (100% exact value.)
