Concerning the second question, I think that in certain sense the answer can be -YES. If we have linearly polarized wave and the transition allowing absorption of circularly polarized photon, then a photon can be absorbed. Polarization of absorbed photon will be circular, while polarization of transmitted wave will become slightly elliptical.
