in Germany it is forbidden to phone or text while driving a car or bike or bicycle.
The idea is that it is too dangerous for all participating traffic and on the street...
But to be honest, all pedestrians should also watch out and look as should all skaters, etc.
However I am not a friend of too many prohibitions... All laws however good their intention must be controlled and enforced - and that will hardly work at all.
I think it would be better to make short videos about real dangers, make interviews with persons after accidents and listen to their story/advice and tell the public the data bejond, e.g. how many accidents occured due to the usage of smart phones in the public (pedestrian zone, pedestrian walkway, while crossing the street, etc.)....

What Carsten writes is correct and I think that it is a good regulation. I think it could be applied for other situations that can lead to dangerous situations. Like Carsten I am also not a friend of a state that controls every aspects of people's lives. 'Big brother' is already getting very influential. Let's discuss it, how would others see it??
