Global Health Law brings attention to critical aspects of law that anyone interested in global health needs to be concerned about. Should sexual and reproductive health and human rights be part of the Sustainable Development Goals (SDGs). It is of critical importance not just for the global health agenda but for people's well being over the next decades.
Very interesting question. I would think that absolutely yes this should be included. Of fundamental importance across the goals. UN agencies do invest great effort in these I know. I think that the reason they did not include officially was the difficulty of having many member states agree because of cultural/religious objections.
Do you mean the Millennium Development Goals? They are almost at their end (2015) and the UN and other parties are establishing new guidelines.
My PhD research at Oxford from 2009-2012 explored at UNESCO in
Paris and WHO in Geneva specific consequences of SDGs on rural, urban and ask risk communities and the economic impact upon neighboring countries affected by "change". SDG implies from the UN level "responsible citizenship" in terms of youth educated how to "be able to respond" (= responsibility) to the needs of their community, their nation and the influence that nation has upon the world. When men ignorantly impregnate women unable to be educated, work, or feed themselves and children; then those men are literally being irresponsible, and unable to self-regulate and self manage. That means other nations are manipulated (emotionally hostage) for providing resources, education, water, food, clothes, shelter, medicine, and security. It is different if a rescue is needed as a result of tsunami, flood, fire, drought, etc. War is also irresponsible greedy, bullying of a country (Russia upon Ukraine). Therefore, SDGs should articulate (and if not then the SDG committee is negligent in duty of care ) the long term plan for sustainable healthy responsible action for self-determined training of next generation capacity to manage itself... in a realistic inter-dependent adult manner (not childish perpetual dependency). This is beyond the concept of culture, or nationalism, or identity, or ethnicity. It is about becoming a global citizen responsible for our consumption and our output of consequences.

One of the thematic areas is health and population dynamics. On the website under this topic it says "Many participants stressed the importance of sexual and reproductive health education and rights for young people and their linkage to the ability to get education and employment, especially for girls. This was also seen as a way of empowerment. "
