Crime and violence have become serious concern of the administration of most countries. It is believed generally that life in prison for a convicted criminal who committed murder is insufficient and that public hanging could create the fear needed to drive a wedge in the escalation of crimes across the globe.
Categorically no. Where is it "generally believed that life sentence is insufficient"? Have you looked at the Scandinavian prison philosophy? Lowest reoffending rates in the world and some of the shortest prison sentences.
All criminology research is firmly and unarguably against the death penaly as a deterrent. Victorian Britain had 200+ offences that would result in execution. It didn't stop people doing them.
Much more important is the fear of getting caught rather than the fear of the punishment.
