Can we measure what is more relevant and should be focused by an author. In terms of merit pay, promotion, and or tenure consideration, should the author of a case studies have equal weight as the author of a research papers published in a top tier journal?
If the author applies for a teaching position (e.g. Lecturer) then cases are fine, too, but if for a research position or wants to become a professor, then, research articles are necessary.

It is a very interesting question. The truth is attention always been focused for the publication of research article in top tier journal.
In my view the literature survey, selection of research subject, plan of work, work-done, findings from the same (positive/good result), research article writting, proper presentation, etc cause impact on the entire research article.
Most of the time or mostly Research Work is collaborative work according to me.
During my research work, I have been prepared heterocyclic compounds by developing synthetic methodologies but applicative work of bio-activity evaluation was carried out by collaboration. Against this back drop I would like say that author of a case studies have equal weight as the author of a research papers published in a journal.

both are important, as cases relate direct to contemporary; research articles would aid cross learning and validation with similar work globally. Every researcher may not have the access to live situation (management case example); while to carryout a postmortem and identifying probables to research solution is available in common.
Case study is an in depth study of an organization(s) or an context, where as research paper is based bigger data base covering wider spectrum of organizations and giving more generalized applicable results than the case study. However, as far as importance is concerned, both are important in their contexts.
Research papers/case studies published in top tier (grade-A) journals are more important than published in other journals.
As far as the promotion is concerned, all are counted but more importance is given to publications of top tier journals.
Empirical research is better, and that's what I prefer. The disadvantage of a case study method has to do with external vs. internal validity. In social science, the researcher often does not have control over certain variables and events as the researcher could in a lab experiment. The findings may only be applicable to the one case or to similar cases. (What the case study gains in internal validity, it loses in external validity.)

There can not be one over the other. rather it would depend on the context. Aims, objectives. Dr. Mayur has aptly summerised it.
Dear @Rahul, I do also find that case studies and research papers are very important. In the area of applied research, case studies are significant! Your question may be viewed in sense of Ph.D realisation! I do attach a link to the article explaining the differences between!
