Only getting quarantine for some periods of time can't be considered as safety measures from pandemic infected migrant's. It's worthwhile if medical treatments are available for the pandemic in question. Quarantined individual would be the source of pandemic 'cause' to that region. if its the case like COVID19, permission to such individual's may turn to selfsuiciding for the country in the absence of the proven medical treatments.
COVID 19 infection is not always a death sentence. There should be protocol for such cases in all countries by now. They should be allowed to return: 1. COVID 19 negative individual should be tested and isolated for minimum of 14 days with at least 2 negative results before discharge to the community, 2. COVID 19 positive individual should be treated in the isolation centre and only allowed to reunite with their families after 2 negative results. No individual should be denied of their right to return to their motherland if so desire.

According to one of the estimate, the Small and Medium Enterprises incurring losses of over$4.5 billion (₹ 35,000 crores) every day during the lockdown in India. The healthcare sector, the fourth-largest employer in the country, and specifically the private sector which provides nearly 80% of out-patient care and about 60% of in-patient care] is currently facing 90% losses due to decreases in out-patient attendance, elective surgeries and international patients. During the current pandemic, the economic downturn has greatly affected people from the lower socio-economic stratum (SES). The distressing media visuals of migrant labourers going to their native places from the cities on foot during the lockdown has been critically debated. Loss of job and lower economic opportunity will create many social as well as economic problem in home town state. This will effect both the place one where work was working with specific skill set. And second the non utilization of skill set at the home town state. Compounding these two will have sevior effect on economy. The World Economic Forum states that in the current pandemic situation, migrants stuck abroad trying to cope with the exigencies will compromise to the adverse circumstances, by taking up low wage jobs, live in poor working conditions, restrict spending and thus, risk exposure to infections like the coronavirus. .government should look these issues and develop and long term strategies to exploit the workers skill set either by providing opportunities at home town or develop facilities at work place to tackle migration issues.
