According to my knowladge, some journals are paying for the reviewers and some are not. In my perspective, it is reasonable if journal can pay for the reviewers. the reviewers also contribute their service to the particular journal sacrificing their knowledge and time.
The Editors of the periodicals request us for reviewing the MS. If we say yes, then only they ask us to review. If they have a policy to pay the reviewers then it is OK. Otherwise in my opinion it is an honorary work and we should not ask for remuneration.
Generally, in my experience, most reviewers would not be paid for their work. If they are paid, it would most likely be an honorarium only (similar for example to what may be paid to an external examiner of a thesis). This would most likely be a decision of the publisher in conjunction with the journal editors. Payments may require an increase in subscription fees for journals, or submission fees for papers. Recognition on editorial boards and as ad hoc referees is an honor, and in many cases, this form of service may be recognized in promotions and other forms of assessment of researcher quality.
