Yeah, you could use it but I suggest you using Carbapol polymer.

Yeah, you are right. Emulgel may be prepared using Carbopol 940/934 polymer. In this procedure the pH value of gel matrix has to adjust to a pH 5.5 by adding alkali. I want to exclude this part.
if you don't want to use Cabopol, you can use Xanthan gum or CMC sod. but in high concentrations.
