Try a different journal perhaps. N = 1,500 would seem sufficient for either CFA or IRT in most cases. Also, you won't need both. Either IRT or CFA (for binary/ordinal items) should be sufficient to examine the psychometric properties of the items and scale since they are based on conceptually similar mathematical theories.
