Software used in search engines as well by impact factor rating bodies tends to ignore citations in journals where full titles of quoted published articles are not availabale in 'References' section. Also, the readers are unable to cross-cite these incomplete references.

Rakesh - one would need a little more information to answer this one. For instance, why would a full title not be available and, by title, do you mean the title of the article itself - or the journal title? I can't see a reason why the full article title would not be available - and with AMA citation convention, for instance, the journal title is abbreviated - but they are recognized by ISI etc. Even if for some legitimate reason - this information was not available - then if the DOI is stated it's traceable back to the original source. Where information is missing in a citation in a reference list for a reader - there should be enough information (unless the information is incorrect) to do a generic search I.e. Google Scholar - and it should fill in the blanks.
Titles should be included in references. It makes easier for the author to search the publication during literature search. Another thing, still there are many journals which do not demand titles in references, might be because of saving printing space. But this becomes problematic sometimes to search such papers. So titles should be included. DOI should also be made a mandatory requirement while referencing. Some journals have already done so.

Thanks! I mean title of the article being excluded from bibiliography in numerous reputed journals of scientific research e.g. in Jl of Biosciences, BBA, etc.

Thanks. Saving money in printing space is not a wise policy, because incomplete references shall be at the cost of citation, publicity and reduction in sales of the journal.
A complete bibliography including Title & DOI, indeed its an ease for everyone. A full reference with Title gives much meaning to readers instead of a reference with just Author's' name, date/year and page numbers. Sometimes just by looking at Title we can guess that this is of our interest. Though title in the full reference is essential for readers, I would say it is not mandatory for cross referencing. Because it is very easy to find exact research paper by Author and year + journal name/issue no./page nos.
