Can a (linear) piece of semiconductor in equilibrium have a potential across its two ends. Assume there is no applied bias/voltage, and no external magnetic field, and also no externally applied radiation/optical source ? If so, under what conditions ?

What do you mean by its two ends? The semiconductor is only a material which has a band gap between the conduction and the valence bands. This condition alone cannot allow to have an electric field in this material on its equilibrium and without an external electric field. But if this semiconductor has also other physical properties as ,for instance, being ferroelectric or pyroelectric.
Suppose it's just a cubical piece of semiconductor whose physical properties are unknown, would it be possible for it to have a potential based on the given info of no bias or no magnetic field?

You are mixing concepts. The semiconductor is defined by the gand gap energy which depends of the electronic structure of the material while the external potential or the magnetic field are external variables. In your example there is not any physical information and therefore it is impossible to give you any fruitful answer.
