In scientific resources is noted that the seed coat mucilage only physical barrier to seed germination (preventing the diffusion of oxygen).
Is it not possible to create a new chemical compound between oxygen and mucilage that inhibits of seed germination and embryo growth?

Mucilage is not a barrier to seed germination. It has important functions such as tolerance of water stress, competition via allelopathy, or facilitation of germination through attachment to soil particles :)
