I like your question and interest in learners competences. Actually, those competences vary from nation to nation, in Rwanda for example, 6 generic competences (critical thinking, creativity and innovation, research and problem solving, cooperation, interpersonal relations and life skills, and life long learning are rhighlighted. But when looking at UNESCO documents, 4Cs which are critical thinking, communication, collaboration, and creativity are deemed for 21st century skills.
Thus, in whatever people do when deciding competences that they need their students to develop, the focus should be to socio-economic development.

Hello @ Kelley, I have checked UNESCO website for ESD competencies and general other competencies but I have not found very special ones for secondary students!@
You might also check state departments of education is states you select to see what they post as competencies for secondary schools students regarding what they are expected to know and then what they are expect to do in demonstrating these compentencies.

I have found the concept of ‘habits of mind‘ really useful. Costa and Kallick’s website is a useful source (https://www.habitsofmindinstitute.org/about-us/). The habits have also been tailored to align with specific purposes, such as the engineering habits of mind (these may feature within Bill Lucas’s references noted above).
Students competency in whatever level lies in the whole competency levels of the all the stakeholders I. e the student himself/herself, family, community, district, state, country and the universe. Where the tripolar process of John Adams i. e the teacher, student and the currriculum needs to be taken as the powerhouse of the education system......... Like mitochondria of the RBC.
