could be Cynoscion nebulous. One individual has been found and identified by Arias, A. and Cuesta J.A.( ICMAN-CSIC) fished around Sanlúcar de Barrameda, I think. Check this species

It is Cynoscion regalis, well introduced in the Gulf of Cadiz. The specimen identified by Arias, Cuesta and me is C. regalis
