I suggest to start by reading some basic books on electrochemistry, for example "Electrochemical methods: fundamentals and applications" from Allen Bard, or "Laboratory techniques in electroanalytical chemistry" from Kissinger & Heinemann. I think this question is too general.

For electrodeposition, first, you should determine the type of catalysts (alloy, LDH, phosphide, or sulfide?). Then, you select the deposition methods according to some reported literature. Finally, you optimize the parameters ( deposition time, concentration, voltage or current, et al.) by yourself.

For the HER testing, there are lots of reported literature developing HER catalysts. You can find the parameters in their "Experimental parts". PS: before testing, you should learn the basic knowledge of electrochemical testing.
