Hi,
I have created a savonius rotor. Using boolean operations, I have subtracted the rotor from the enclosure.
Then I meshed It and gave the named selections.
inlet,outlet,top,bottom,sides,rotor.
In boundary conditions, I have given inlet velocity as 8.464 m/s. Rotor with rotating wall condition (46.552 RPM).
Tip speed ratio is 0.77
then I run the solution.
I have got moment value of 0.14Nm.
Is it the correct procedure?
Any body please answer the question?

Before answering anything I would request you to upload an image showing all your BCs. It would be easier for all to help you out in this.

I could make out the following from your model and BCs.
1. Your BCs assume that you know the RPM of the rotor for the given wind speed. If this assumption is correct then your BC is correct. [Assuming that you have applied symmetry BC on the sides, top and bottom]
2. The domain taken for this study seems to be small for this study as the flow is in-compressible. You may check the sensitivity of your results by increasing the domain size.
Note: If this result still doesn't match with the experimental results you may try imposing a logarithmic wind profile on the inlet based upon the mounting height of your rotor from the ground.

If I get Negative Cm( coefficient of moment) at start of the iterations, does it mean we need to supply the power to start the rotor?

Are you running a steady simulation or an unsteady one?
If your simulation is steady you should take into consideration only steady state value of Cm.
If your simulation is unsteady you may want to analyze what is causing the change of sign of Cm.
