If we think only about the capot then it doesn't matter to stop or to run because the amount of the hail that falls on the capot don't depend on the speed of the car, and normal component of the hail speed remains the same.

But in our case this normal component stays unchanged (Vnorm= sqrt(2gh), where h is the hight of the hail cloud). Thus, the question is: how the dimple shape and depth in case of constant normal component of the particle speed depend on its transversal component (vehicle speed)? The ultimate answer is not clear for me. It requires numerical simulation taking into account plastic behaviour of material.
