First of all, we need to know hat is the propose/ aim of your paper. Is it a review? Is it a original paper? After that you need to choose a journal inside of the context of your discipline? Engineer? Doctor? You can use Journal Impact factor of webscience.

Hello Qamar I agree with Maria that you should first explain the field and type of your paper. Then I consensus with dear professor Ivo who is right in saying that now publication is a bit difficult task, especially for new researchers.

HEC journals are in three categories "X", "Y" and "Z". You should search www.hec.gov.pk and then search the journals of your field.
