Research methodology should consists of:
1) Conceiving the topic
2) Related research already carried out
3) Where the world is to day on that topic
4) Social/economic/environmental effect
5) Mathematical and simulation aids requirements
6) Technological support available and need to be establish
7) Technical specifications (Electrical, Mechanical, Environmental)
8) Envisaged legal and implied needs
9) Road map to carry out the work along with cost estimation
Best thing is not to write a methodology at all, if you can avoid it. Nobody knows how to do research in advance, you just have to do it!
Research out come might not be known, but methodology can be made known. This makes path easy.
