Everyone seems to agree that this phrase describes how science works today, and no-one much likes it. Pressure on scientists to publish has led to a situation where any paper, however bad, can now be printed in a journal that claims to be peer-reviewed.
There is not only pressure on scientists that want to publish, but also pressure on editors and referees that are not able to track the fast growing literature.
Al least editors cannot complain about lack of work, but for scientist is much more work to do if they want to pubblish.

It is not about the 'quantity' of work, but about its 'quality' and the ability to identify high quality publications. For a naive students that starts to explore the literature, any published article is considered reliable.
