Hello,
When you have your sample wich is 99% an organic crystal and 1% of a polymer with it (as a coating for instance), do you talk about XXX-based composite?
You have such samples at 0.01% 0.1% 1% and 10 % amount of polymer: will you call them XXX-based composite or only for the ones above 1% for instance?
I'm asking about what you usually do, not really about the exact standard.

There is a very clear definition of a composite:
"A composite consists of two or more materials which are associated to each other and differs in form or composition"
Anyway if you have the analytic methods to distinguish these two or more materials in form or composition you can define it as a composite. The % in that case is irrelevant.

In case of Molecular Composites of rigid-rod polymers incorporated in flexible matrix - it should be about 1%; in case of nanocomposites - it can be much less than 1%
The previous answer points to an essential criterium: the second component should be phase separated form the frist component and has to exert a well measurable influence on the properties. E.g. polymer nano-composites with exfoliated clay or carbon nanotubes are treated as composites at concentrations of 1 wt% or even less. In plastics components below 1% are usually considered to be additives.
