In my opinion, yes. Quality levels in Higher Education institutions are achieved by managing them. The most used practices are: through periodic self-evaluations of programs and institutions, external evaluations by accredited agencies and the establishment of improvement plans that constitute the guide to achieve progress between a self-evaluation and the other.
In order to develop the self-evaluation, external evaluation and improvement stages, it is necessary to have quality standards that contain the standards (requirements) against which to evaluate and indicators in order to measure the results that are achieved and thereby accredit the level of quality achieved by the institution.
The models used by the Assessment and Accreditation Systems are aimed, among other aspects, at strengthening and prioritizing even more the culture of quality in higher education, and at promoting, stimulating and certifying the quality of the different processes and institutions of this level teaching.
In my opinion, yes it is necessary. We work in a research center, it has a postgraduate department that has benefited from the management system implemented ISO 9001: 2015, in teaching activities to masters and doctors, its training includes courses on systems of management ISO 9001 and ISO / IEC 17025, in order to raise the theoretical and practical knowledge about these standards, so that professionals can apply in their organizations. In education, reference standards can be applied in the educational process and in teaching laboratories, which can implement a quality management system and accredit their assays as a final goal.
