For lower size PV installed capacity, Battery size 2-3 times of the higher size.
For a installed capacity 70kW PV system, the battery size =300 kWh battery
For a installed capacity 300kW PV system, the battery size =100 kWh battery
both are feasible solutions for the problem.

As I don't have the details of your model, I assume that based on the cost that you have considered for different components, these two systems provide the lowest cost. So at the end you need to consider that which one is more practical considering other constraints you may have such as the area required for PV installation, battery options, etc.
In your modelling you should try to be as realistic as possible for the components performance and cost. Usually, the cost of components in not linear in relation to their size.
In the second option, as more PV power is available, the size of battery is reduced as it can charge the battery even when the sunlight availability is low.
In HOMER, the goal is to find the system that can meet the load considering the constraints defined to achieve the lowest cost.
The size of battery depends on how much excess power is available in each step and how much energy the battery needs to supply. However, there are more parameters involved such as the parameters defined in the battery model and the constraints (e.g. how much excess energy is required in each step) that you define.
