Both research and review papers have their own importance. Citations and h index are another criterion for scientific reputation.
I personally feel that research paper is important as you are contributing a new finding on the basis of certain experiments, data and analysis. This may help the scientific community to get newer leads for further research.
Review, as the name suggests, is just re-view. It means you are re-viewing a particular topic, gathering all the relevant information about that topic till date and then presenting it in your own particular way. It is also an important aspect of publishing as information needs to be updated every now and then. This is only possible by an exhaustive review of the topic in question.
Coming to h-index and citations.... This is not in our hands. Sometimes a very good paper may remain unnoticed and uncited for quite a long time. Suddenly after years it gets lot of citations. It has happened with many epic papers. Generally reviews get more citations as they have exhaustive literature along-with many cross references for people to follow. But still both are different and important at their own place.
