What are the difficulties you encountered in setting up a new research journal, in the field of teacher training and education sciences?
If you had difficulties, how did you surpass them?

The main difficult in publishing on education area top journals is relted to present research with relevant research questions, consistent methodological approach and, mainly, focusing in "how-to-solve" the problem, and not only describing it.
One of the difficulties may be convincing other researchers to send their quality papers to the newly established journal (which may be still unknown for the people in the field).
I agree with @Hossein Navidinia that in the beginning very less people try to publish their research. Research is not an easy task. So, Journal gradually receive its high prestige. so in beginning journal will face lot of problems. However, consistent efforts will bring the repute.
In setting up a new research journal in teacher ed. and educ. research I would consider a number of aspects resp. requirements:
1. You need to have or to establish a publishing organization unit (publisher)
2. You need an editorial board and you must convince well known colleagues from the field of education to join the board.
3. You have to decide about the frequency of the appearance of the journal per year, i. e. about the number of volumes p.y.
4. You must have a clear idea of the profile of the journal: should it comprise all scientific aspects of teacher education and educational research: historical, philosophical, psychological, sociological, economical and political dimensions or only some of them,? iI the latter case they have to be named.
5. Should the journal be devoted to qualitative and / or quantitative research?
6. You must gain well known researchers to serve as peer reviewers of the papers submitted.
7. You must convince well known researchers to submit papers of high quality at your journal.

I agree with Dieter Timmermann Muhammad Niqab Claudio Cleverson de Lima Simon Stephens ......these are critical in order to avoid predatory journals.
The guidelines provided by Dieter Timmermann are very comprehensive if one is to start a journal.on teacher education and research. My only addition would be to ensure that you get as much publicity as possible by advertising through forums like Linkedin, Research Gate and Academia. In addition the composition of editorial team should be as diverse with membership from all over the world. Maybe the adage "think global act local" may apply.

Dieter presents some very valid and good ideas. Simon is also correct. You have to attract quality submissions otherwise you have nothing to publish. Advertising in professional associations will bring attention to your new journal. You have to get your name out there or people will not know that your jounal exists.

Ciprian Simut This is a very good question. I agree with the requirements that Dieter Timmermann proposed. I also agree with İlker Dere that the most important problem is that authors want to publish their study in high impact journals. In teacher education or teacher training domain there are very much high level journals. So it is not so easy to get fast a high status among these journals.
As per my opinion it is not difficult to start new journal...as per country's rule as well your requirement and the agency which provide the authentication and ISSN no. just follow their step and start your journal.... if any need pls...well come....
In my opinion, I would publish in a new journal in the field of education, as long as the profile of the journal is in accordance with the problems presented by the article.
