Yes, I had the experience of publishing a article in a national Journal. Unfortunately, my article had lesser readers and citations than others, published in a foreign journal.

When you want to solve local problems, your experience is not enough. This means that you have to collaborate with other researchers and governmental and international institutions ( as this is the case in my country). Then you have to make the problem clear, and procedures for solutions understandable and applicable.
