I find New Hart's Rules by Oxford University Press invaluable, but I think putting your manuscript to an online freelancer is the best thing. Linkedin and the Society for Editors and Proofreaders have lists of qualified people.

It is important to emphasize that they do not give you a depth proofreading.
If you need to check your papers for the basic grammar and spell checking, it might be helpful, but no for advance corrections.
