I am trying to download Sentinel-2 data of year 2018 over Hong Kong and the Pearl River Estuary. But as 2018 data is offline I am neither able to download it using python batch processing script nor using GUI.
I think you need to run you download API script twice: first time to trigger a request for the image reactivation and after a day or so run the script again, which will download the image if the image became online.

you can download sentinel images which are offline after ordering.
firstly, visit the web page https://scihub.copernicus.eu/dhus/#/home and sign up.
After that, select area of interest and sensing dates.
If the images you are looking for, are offline you can add them to your cart. after a while there will be available to download. On the other hand at first you order the images, and after some hours they will be ready to download.
