Thanks for this important question. In addition to all responses above, obviously those predatory journals belong to PREDATORY PUBLISHERS: so they can be easily identified based on their PREDATORY PUBLISHERS that are well known nowadays, this is the easiest way to identify them. Additionally, those journals can be identified based on their EDITORIAL BOARD and the SCIENTIFIC QUALITY of the papers published.

Excellent Edmond. I think , everyone should go through this link. This is the sorry tale of predatory journals..

In spite of not being a renowned worker you will receive repeated requests from such journal editors to submit your paper. They will assure you of good and fast reviewing which is never done. They will also assure about quick publication within a week. Finally they will ask for good amount of processing fees. Every chance they will not send the proof before final printing. Prior to that there would be no reviewers' comments because it was not reviewed at all. After publication there are likely to be editorial errors. On pointing them they will neither respond nor publish errata. The journals are likely to have online versions only. Further, they might stop publishing just after a few issues.

Any article which is accepted and published within a shortest time is a predatory journal.

A good journal takes at -least 6 months for publication

Using length of submission to publication time might not be an accurate yardstick for determining predatory journals as suggested by @Surendra Gopal K. I have published in Q1 journals in less than 3 months from submission to acceptance. Many top journals are now having an average of 8 weeks processing time. A journal I reviewed for recently required me to promise to submit review within 7 days for the first round and 3 days for the second round. And the journal is a Q2.

I agree with Edmond. A journal named Phytotaxa publishes papers from our field in an average of three months time. It has genuine impact factor and the quality of publication is definitely good.

Time taken to complete the review , though, cant be considered as an effective criterion but if it falls within few days, then it casts doubt about the authenticity of the journal. ..

Sir, I know certain cases where the research articles were accepted for publication within 24 hours and published after 2 weeks. I feel that the article cannot be reviewed so fast by the Peer-reviewer. Normally, a good peer-reviewed article takes time for publication
